A cruise ship is a multinational city with primarily Greek, Italian and Scandinavian officers and a multinational crew and staff. Hotel, janitorial; restaurant; bar; deck and engineering crew originate primarily from Africa, Asia/Pacific, Eastern Europe, Europe, Central and South America. Cruise staff positions (casino staff, chaplain, cruise director and staff, salon and spa staff, instructors, hosts, photographers, purser's staff, youth counselor) are often held by U.S., U.K., Canadian and European citizens. Entertainers, lecturers, medical personnel and gentlemen hosts are hired worldwide.

Managed by American Classic voyages (the parent company of Delta Queen Steamboat Co.), the Independence is an American flagged ship. The Jones Act requires that ships sailing between United States ports must be owned by U.S. citizens; built and refurbished in the US and staffed with American employees. Originally built as a transatlantic luxury ocean liner, the Independence is now reclassified for coastal voyages.

American Hawaii Cruises Director of Personnel explains their hiring policy: "We do hire a majority of American citizens, and we have some very high standards with many of our crew being college graduates. No unsolicited resumes are accepted. To begin the application process, you must apply in person to the Honolulu, Hawaii office. You must pay your travel expenses to Honolulu and your room and board while waiting for a job. I always warn applicants that the process may take a long time.

First, you must bring proof of United States citizenship, or authorization to work in the U.S. If we plan to hire you, you will be given intent to hire document which you will take to the Seafarer's International Union (SIU) hall, and join the SIU. You must pass a medical exam and obtain your seaman's papers from the U.S. Coast Guard."

"You'll wait in the union hall until a position is called, we hire only through the union hall. It can sometimes take a long time before we call for a position. Generally, everyone starts at the bottom of the ladder and works their way up the ranks. Promotions are made from within.
